Process chocolate chips in food processor until they are broken down to small bits. Place in refrigerator until ready to use.
Using the paddle attachment on a stand mixer, cream the cream cheese, then add in the International Delight Iced Coffee. Process at medium speed until fully incorporated and smooth. Transfer mixture to a medium bowl.
Rinse out mixer bowl using cold water and change to whisk attachment. Make whipped cream by adding the heavy cream, sugar and instant coffee granules to the mixing bowl Process at medium high to high speed until whipped cream is formed, stopping before cream turns to butter. I used 1tbsp of sugar and 1 tsp of instant coffee granules. Adjust amounts to your taste.
Fold together the cream cheese mixture and the whipped cream mixture until completely combined.
Fold in the chocolate chip bits until just incorporated.
Place dip in serving bowl and garnish with chocolate syrup if desired.
Serve with fruit, cookies or pretzels.
